Why the Malaysian e-Filing System rejects your PDF, and how to fix it

Six things make EFS return a document. Each has a fix, and LHT DMS applies all six in one pass.

The short answer

EFS, the e-Filing System of the courts of Peninsular Malaysia, checks a PDF when you upload it. It returns a document that has landscape pages, pages that are not A4, a lock, annotations, hyperlinks, or a file size over 50 MB. It does not always say which page is at fault.

LHT DMS is a desktop program for Windows and macOS. When it compiles a bundle, it applies every one of these requirements in a single pass, so that the bundle is ready to upload. We are not aware of any other software that produces an EFS-compliant bundle in a single pass.

The six reasons, and the fix for each

EFS returns a PDF for any of the following. The fix named is the option in LHT DMS that deals with it.

Fixing all six in one pass with LHT DMS

  1. Put the documents in one folder, numbered in orderFor example "1 Claim 01-01-2026" and "2 Witness Statement 02-01-2026". They can be PDF, Word or image files.
  2. Open the Compile tab and drag the folder inChoose Process an entire Folder. To prepare one document or a few, without making a bundle, use the Process Files tab instead: it has the same File Options.
  3. Check the File OptionsFor Peninsular Malaysia these arrive ticked: Rotate Landscape Pages to Portrait, Render A4 & Flatten Annotations, Unlock & Flatten Annotations, Clear Links and Compress to 150 DPI. They are the EFS requirements.
  4. Leave Split into volumes at 49.5 MBThat is just under the 50 MB limit. With Continuous numbering across volumes ticked, the page numbers run on from one volume to the next.
  5. Press CompileThe result is one bundle, or a set of volumes, paginated and bookmarked. You upload it to EFS yourself.

What you get

Flatten or clear?

Flatten Annotations keeps your highlights and notes visible but makes them part of the page, which EFS accepts. Clear Annotations removes highlights, comments, text boxes and other mark-up altogether. It never removes form fields or links.

Use Clear Annotations when the notes are your own and are not meant for the court. On the Process Files tab your originals are copied to a DMS Backup folder first, so they keep their mark-up.

Sabah & Sarawak

These requirements are those of Peninsular Malaysia. In Sabah and Sarawak, EKSS accepts a PDF of up to 20 MB and does not impose the annotation, hyperlink and rotation restrictions. For a licence registered for Sabah & Sarawak, LHT DMS arrives with rotation and link clearing switched off and the volume split set at 19.7 MB.

Who files the document

You do. LHT DMS prepares the bundle on your own computer; you upload it and you file it. Nothing is submitted to a court in your name. Nothing is uploaded to Legal Hi Tech or to any third party, and the software uses no generative AI.

Questions

What is the file size limit on EFS?

50 MB for each PDF. The limit was raised from 35 MB to 50 MB with effect from 1 January 2022, as notified in Malaysian Bar Circular No 004/2022.

Does EFS say which page caused the rejection?

Not always. That is why it is quicker to apply every requirement to the whole document than to hunt for the page.

Will flattening remove my highlights?

No. Flattening keeps them visible and fixes them to the page. Clear Annotations is the option that removes them.

Will clearing links break my index?

The index and the bookmarks remain, but with Clear Links ticked the index is not hyperlinked, because EFS does not accept links.

Do the same rules apply in Sabah & Sarawak?

No. EKSS accepts a PDF of up to 20 MB and does not impose the annotation, hyperlink and rotation restrictions.

What does it cost?

The desktop app is free for all of 2026, with every feature and no limit on the number or size of files. Annual licensing begins in January 2027. Prices are on the pricing page.

Is LHT DMS connected with the Malaysian judiciary?

No. LHT DMS is independent software from Legal Hi Tech Limited. It is not affiliated with or endorsed by the Malaysian judiciary.
